Climate Mainstreaming in AECF Institutional and Operational Initiatives RFP FAQ

Please find inquiries below :

Q: It is mentioned that we can submit either in French or in English. Therefore, do you have the whole RFP in French? 

A: The TOR indicates that the Requesting Organization requires the services in English.  However, applicants can submit bids in any of Canada’s official languages.  


Q:  I am willing to hire Tunisian experts with whom I worked on a previous project; would this be an issue? If yes, can they be a subcontractor to the Canadian corporation?  

A: Yes, hiring experts from Tunisia as sub-contractors is possible. 


Q: Is it expected that the consultant will conduct in-person stakeholder consultations in each of the four countries (i.e., Kenya, Zambia, Zimbabwe, and Malawi)? Or, can the stakeholder consultations be conducted virtually? 

A: The assignment requires two in-person deployments, each of three weeks approximately. The travel will be to Kenya where AECF is located. The expectation is that the first deployment will occur during the initial stage of stakeholder consultations/initial review and the second deployment will be during the validation/training stage of the assignment. Meetings with NDAs of other countries, and other stakeholders will be held virtually – hence a hybrid approach. The travel duration of the in-person deployments is indicative at this stage. Specifics will be discussed with the entire team during the work planning stage.

Q: The acronym “ROs” has not been specified nor explained. 

A: RO is Requesting Organization, in this case, AECF.


Q: Is the stated contract amount exclusive of goods and services tax (GST)?  

A: Yes, the stated contract amount is exclusive of GST, HST, QST and PST.  Refer to Appendix A – Terms of Payment, Section 3.0 GST, HST, QST and PST in document Part 5 A – Contract Template of the RFP.]  


Q: Could you please clarify if the Monitoring and Evaluation plan referred to in the TOR is intended to apply to the technical assistance or to the Climate Risk Management Framework and associated outputs? It is not listed as part of the expected deliverables.   

A: It is for the TA itself – M&E plan and associated deliverables will be discussed at the inception stage and will be a deliverable/section of the closing report. This is mentioned on page 10 of the TOR under M&E plan.  The Monitoring and Evaluation plan responds to the Project Performance Measurement Framework (PMF) in compliance with GAC’s Results Based Management approaches and tools.  


Q: Although it is not specified in the TOR, we assume that all deliverables will be initially required in English, but that some will be translated into French and Portuguese. Can you specify which documents will need to be translated into which languages?  

A: All deliverables will be delivered in English. Some will be translated and this will be confirmed during the work planning stage with the entire team.  


Q: The TORs note that the final products need to be translated. Can you please clarify whether final products need to be in French or Portuguese (or both)?   

A: All deliverables will be delivered in English. Some will be translated and this will be confirmed during the work planning stage with the entire team.    


Q: The TORs suggest all costs associated with the assignment must be included in the financial proposal. Will the successful proponent be responsible for translation (and related costs) and training costs (e.g., venue rental)? Is the CAD180,000 budget envelope inclusive of GST/HST?  

A: Yes.  The total budget for this work should not exceed CAN$ 180,00, this amount is exclusive of GST, HST, QST and PST.  Refer to Appendix A – Terms of Payment, Section 3.0 GST, HST, QST and PST in document Part 5 A – Contract Template of the RFP.  The financial proposal should include all cost associated with the assignment, including translation (and related costs) and training costs (e.g., venue rental.  Hence, the successful bidder is responsible for all costs associated to the assignment.


Q: Is the assessment of capabilities and gaps referenced in the TORS available?

A: Please see description Scope of Work – Activity 1111.1a: Inception meeting and report.


Q: Is AECF aiming to work primarily with for-profit or not-for-profit sectors in the adaptation and climate change governance space?

A: Please see http://www.aecfafrica.org.


Q: Has AECF appointed a person in charge of its activities related to climate change adaptation and governance?

A: All relevant information and details will be shared with the awardee at the kick-off meeting and inception stage.


Q: Has AECF already developed Gender Statements (values, principles, etc.) and manuals for gender integration in various sub-sectors?

A: All relevant documents and information will be discussed and shared with the awardee at the kick-off meeting and inception stage.


Q: Would it be possible to specify if the maximum budget listed in the TORs is tax included or excluded? If tax included, could you specify if the contracting entity will be based in Ontario or Quebec?

Q: Do we need to confirm the eligibility of NI for this work, as a company based in Africa with part African ownership (minority only) though primarily Canadian, or whether we should-d apply as the Canadian registered company. In either case, what would the HST requirements be?

A: The company must be registered in Canada. The stated contract amount is exclusive of GST, HST, QST and PST.  Refer to Appendix A – Terms of Payment, Section 3.0 GST, HST, QST and PST in document Part 5 A – Contract Template of the RFP.]  


Q: Is it only the two Canadians who should be doing the work, or can non-Canadians be part of the team in a supportive or secondary role?

A: Non-Canadians can be hired to support the team in a sub-contracting role but the company must be registered in Canada.


Q: What is the number of staff at AECF and will all offices take on a role in climate adaptation integration?
