Overview

  • The overall objective of the project requires technical assistance to develop a water master plan for the 3 municipalities of Kloto in order to structure drinking water supply activities and to improve access to this resource for the population. 
  • Ensuring greater and more equitable access to water in Kloto will help to reduce economic, social, and gender inequalities related to this challenge in the area.
  • The proposed project aims to extend water access to all inhabitants of the three Kloto municipalities in an equitable and sustainable manner through the development of a common water master plan, which will also strengthen the governance of the system, particularly by strengthening the role of “Water Committees” to ensure local ownership of water-related infrastructure and to anticipate potential resource-related conflicts.

Bidders' Questions | CAA' Responses

Q. Are there any data/reports that would enable us to make the initial recommendations for the first phase of the master plan, or does the consultant have to carry out fieldwork to obtain the relevant documentation? Indeed, considering the size of the study area, it seems complicated to carry out such field studies with the allocated budget, based on the implementation of similar projects.

A. Some data/reports and supplemental documentation can be requested via email. More reports and/or relevant raw data may possibly be obtainable from the RO during the study.

The scope of field studies (for all activities) can be limited to comply with the requirements for:

  • “ground truth sampling in at least one community per prefecture” as per Activity 1222.2a
  • “stakeholder consultation” as per Activity 1222.3a
  • “two technical and financial feasibility studies (for ±1000 inhabitants) per prefecture” as per Activity 1222.4a.

Note: In our view the field studies are quite limited and should be affordable. It is, therefore, required that the Technical Experts price the RFP without changes. If needed, however, (if too expensive) it is proposed that the expert team also submit alternative proposal(s) that will exclude some field studies that will make it affordable.

Q. Would it be possible to obtain the inputs mentioned in the terms of reference to better estimate the workload?

  • The concept note published in April 2023 by the FMDV for the development of a master plan for access to water for the municipalities of Kloto 1, 2 and 3.
  • The Action Plan for Access to Sustainable Energy and Climate (PAAEDC) for the municipalities of the Prefecture of Kloto.
  • Communal Development Plan (PDC) for the municipalities of Kloto 1 and Kloto 3.
  • Completion of studies for master plans for drinking water supply (AEP) for thirteen (13) prefectural capitals in Togo, City of Kpalimé.
