Support for strengthening climate governance for a National Climate Agency (NCA)

Context

In a context of growing needs and demands for effective action against climate change, both in terms of greenhouse gas mitigation and adaptation to impacts, the Côte d’Ivoire wishes to equip itself with a clear and effective climate governance framework in order to meet its international commitments and the needs of populations and ecosystems. The study for the creation of a climate agency aims to provide Côte d’Ivoire with a national climate agency to improve its action and increase its capacity to attract climate financing and investment. This initiative supported Cote D’Ivoire Ministry of Environment and Sustainable Development (MINEDD) with the overall objective to conduct a study to analyze the options for the setup of a National Climate Agency that addresses existing governance gaps related to climate change.

Côte d’Ivoire’s vision of climate change is as follows: to put in place a framework for sustainable sustainable socio-economic development that integrates the challenges of climate change into all sectors sectors and contributes to improving living conditions and the resilience of populations. Côte d’Ivoire currently lacks a political, institutional and regulatory framework for the climate change. The government has identified that a favorable environment for implementation of climate actions and private investment in adaptation and mitigation mitigation (and more generally climate-resilient development and low GHG emissions) is essential for the effective implementation of its NDC.

Objectives:

(1) Undertake a detailed assessment and review of current climate governance structures, as well as a gap analysis to highlight needs;

(2) Undertake a study of international best practice in climate governance models, taking into account previous work already completed; and

(3) Conceptualize and identify a governance model for a National Climate Agency and develop a draft decree for implementation.

Status: Completed

Technical Assistance Results:

  • The national authorities have the analytical elements they need to make a decision on the creation of a National Climate Agency in Côte d’Ivoire, an agency that will considerably improve the country’s climate governance framework.
  • A complete, in-depth study has been produced and is available, together with a PowerPoint presentation and a detailed draft decree.
  • Detailed analysis of the strengths and weaknesses of the Direction Nationale de lutte contre le changement climatique (DLCC) and the Programme National Changement Climat (PNCC), highlighting redundancies, duplications, and necessary evolutions of this current governance structure.
  • Three case studies produced: Rwanda, Kenya and FIRCA. It was decided to cover only one national agency.
  • A full report proposing options for the creation of a national climate agency is available.
  • A draft decree is available.
