Strengthening Water Security in Kloto Prefecture, Togo: Master Plan Development
Context
The Kloto Prefecture, located 139.8 km from Togo’s capital Lomé, supports approximately 169,420 people across three municipalities: Kloto 1, Kloto 2, and Kloto 3. Around 90% of the population depends on wells or boreholes for water access, while less than 10% has access to tap water—a critical vulnerability in the face of growing climate threats.
Climate change has significantly affected the region, with water management becoming especially critical due to irregular droughts alternating with heavy rainfall. Climate models suggest an overall increase in rainfall volumes and more unpredictable rainfall patterns, resulting in more intense but less consistent precipitation. These changes have led the river supplying the prefecture’s capital, Kpalimé, to become silted, now delivering only half its original flow.
Women and children, who are primarily responsible for water collection, are especially vulnerable. Nearly half of the population must walk more than 15 minutes to access clean water—time that could be used for work, education, or other productive pursuits. Limited water access not only impacts household welfare but also jeopardises agricultural output and food security, despite ongoing climate adaptation efforts.
The technical assistance addresses barriers to climate-resilient water access through integrated, gender-sensitive strategies. Demand analyses and infrastructure assessments will ensure adaptation plans meet the needs of women and marginalised groups while identifying priority areas requiring improved water supply. Feasibility studies will evaluate water treatment facilities for spring water areas, while capacity-building will promote training and professional opportunities for women and youth in facility maintenance and new economic activities.

To enhance access to drinking water in the municipalities of Kloto through diagnostic studies, ensuring sustainable water resource management.
CAA Technical Assistance
The technical assistance will deliver:
- A comprehensive water demand analysis report identifying priority areas requiring improved sustainable and gender-sensitive access to drinking water across the three municipalities of Kloto, including gender-disaggregated insights on water access vulnerabilities and opportunities.
- Water supply infrastructure assessment reports for two priority areas per municipality, identifying deficiencies in existing infrastructure and needs for renovated or new water supply systems with gender-sensitive design considerations.
- Water treatment infrastructure analysis reports addressing the lack of treatment in spring water areas, with assessments of water treatment facilities and purification system needs.
- Feasibility study reports presenting recommendations on new water supply infrastructure in selected communities, aligned with climate resilience priorities and community contexts.
