Assessing NDC 2.0 Implementation to Inform NDC 3.0 Development in The Gambia 

Context 

In 2021, The Gambia submitted its updated Nationally Determined Contribution (NDC 2.0) to the United Nations Framework Convention on Climate Change (UNFCCC), setting an emissions reduction target of 49.7% by 2030. This revised NDC addressed gaps identified in the original submission. Additionally, The Gambia developed an NDC Implementation Plan to operationalize the NDC by breaking down targets into specific interventions that can be executed with support of various stakeholders.

Climate change has severely impacted the country’s development trajectory, requiring strengthened alignment between climate commitments and national plans and strategies while ensuring compliance with the Paris Agreement. The update of NDC 3.0 presents an opportunity to strengthen this alignment and translate the recently launched NDC Implementation Plan into an investment plan to facilitate resource mobilization.

The technical assistance addresses barriers to climate action implementation through comprehensive stocktaking and evidence-based strategies. A performance assessment will quantify greenhouse gas (GHG) reductions across sectors and evaluate adaptation co-benefits. Gap analysis will identify underperforming sectors, institutional bottlenecks such as inter-ministerial coordination issues, and means of implementation challenges including capacity gaps and financing. Stakeholder mapping will strengthen partnerships with non-governmental organizations and private sector actors, while enhanced monitoring, reporting, and verification (MRV) systems will enable transparent tracking of NDC targets.

Goal

To assess the implementation of NDC 2.0 and development of an ambitious, inclusive, and feasible NDC 3.0 through comprehensive stocktaking, evidence-based recommendations, enhanced institutional governance for climate action, and strengthened climate finance mobilization strategies.

CAA Technical Assistance

The technical assistance will deliver:

  • A comprehensive stock take report evaluating progress across NDC 1.0 and 2.0 implementation, including performance assessment that quantifies greenhouse gas (GHG) reductions by sector and evaluates adaptation co-benefits.
  • Gap analysis reports identifying underperforming sectors, institutional bottlenecks, and means of implementation challenges (capacity gaps, financing constraints, technology needs), with assessments of gender equality and social inclusion (GESI) aspects.
  • Climate financial flows analysis documenting resource mobilization progress, existing gaps, and opportunities for enhanced climate finance access.
  • Stakeholder mapping documentation to strengthen partnerships with non-governmental organizations, private sector actors, and other key stakeholders for enhanced climate action.
  • Enhanced data collection systems and monitoring, reporting, and verification (MRV) frameworks that enable transparent tracking of NDC targets.
