Context
Capacity Building on NDC, NAP Planning and Data Management for Benin’s Ministry of Agriculture, Livestock, and Fisheries
Benin’s agricultural sector plays a key role in socioeconomic growth, contributing significantly to GDP and being essential to food security, employment, and poverty alleviation. However, it faces major threats from climate change, including changing rainfall patterns, prolonged droughts, and extreme weather events. These climate challenges directly affect farm productivity, rural community resilience, and the country’s sustainable development efforts.
As part of Benin’s climate commitments, reflected in its Nationally Determined Contribution (NDC), agriculture is identified as a key sector for achieving greenhouse gas emission reduction targets and strengthening adaptation to climate impacts. The practical implementation of the NDC depends on the capacity of the institutions and actors involved, including the Ministry of Agriculture, Livestock, and Fisheries (MAEP), to design, plan, and monitor initiatives that support these objectives. It is imperative to strengthen the skills of MAEP managers in climate data collection, analysis, and management, as well as strategic planning to integrate climate priorities into their programs.
Strengthening the capacity of MAEP managers will lead to better integration of climate considerations into policies, more climate-risk-responsive planning, and greater efficiency in mobilising and monitoring the resources needed for the transition to sustainable and resilient agriculture. Specific training courses will equip managers with the tools to better integrate the NDC’s objectives, taking into account local realities and the specific challenges identified across the different agro-ecological zones.
Goal
The initiative seeks to support Benin’s NDC and National Adaptation Plan (NAP) implementation by enhancing the skills of officials responsible for planning, programming, budgeting, gender mainstreaming, and monitoring and evaluation of the MAEP, focusing on tools for collecting and managing NDC and NAP data.
Climate Action Africa Technical Assistance
The technical assistance aimed at strengthening the capacities of MAEP managers specifically involves:
- Improving the knowledge of MAEP frameworks on the integration of climate change issues into agricultural development policies, plans, and programs
- Improving the knowledge of MAEP executives on greenhouse gas emissions inventories (GHGIs) and GHG emissions mitigation in the AFOLU (Agriculture, Forestry and Other Land Use) sectors, particularly through the adoption of sustainable technologies
- Strengthening the MAEP’s capacity to monitor the implementation of NDCs and NAPs and to report to the NDC and NAP coordination bodies
- Supporting MAEP officials in integrating NAP and NDC monitoring and evaluation into their traditional monitoring and evaluation (M&E) system
- Integrating gender into climate action planning, implementation, and monitoring
