Improving climate governance in sectoral planning in Burkina Faso

Context

Burkina Faso is severely affected by the impacts of climate change: temperatures are rising, rainfall is becoming more unpredictable, and extreme weather events such as droughts, floods, and violent winds are occurring more frequently. These changes threaten several of the country’s vital sectors, including agriculture, water, health, energy, and infrastructure.

To adapt and reduce greenhouse gas emissions, Burkina Faso has implemented several plans and strategies. However, many challenges persist, notably the lack of funding and the inadequate integration of climate issues into public policies.

Furthermore, in accordance with the UNFCCC’s action plan for gender equality, Burkina Faso has adopted its Gender and Climate Change Action Plan, aiming to promote women’s participation in national climate policies and improve their access to green financing.

The Permanent Secretariat of the National Council for Sustainable Development (SP/CNDD) has requested support from the Climate Action in Africa (CAA) project, funded by Canada. This assistance will facilitate the mobilization of experts to better incorporate climate considerations into the country’s sectoral plans and policies, with attention to gender issues.

Objective of the technical assistance

The primary objective of the technical assistance is to enhance the integration of climate change considerations into sectoral planning within ministerial departments, in relation to the implementation of the NAP and the NDC.

CAA technical assistance

With technical support from Nexus Coopération, the project will create a simplified guide on considering climate change and will offer capacity-building through scoping workshops with the stakeholders of the Permanent Secretariat. The support will include training sessions for government officials in sectoral planning that is attuned to climate change.

By taking gender into account during the participatory development of the guide and during training on its use, and by referring to national regulations on gender mainstreaming, the technical assistance will help strengthen the skills of men and women at the national level.
