Strategy development to engage the private sector and civil society in the implementation of the NDC in Senegal
Context
Senegal is facing significant climate challenges such as rising temperatures, sea levels and land degradation, which significantly impact critical sectors such as agriculture, energy, and infrastructure against a backdrop of the need to boost its socio-economic development while simultaneously fulfilling commitments to reduce greenhouse gas emissions. Without an effective engagement strategy for the private sector and civil society, the status quo risks perpetuating insufficient funding, low uptake of innovative climate solutions and marginalization of local communities in adaptation and attraction efforts.
Senegal’s Nationally Determined Contribution (NDC) establishes ambitious greenhouse gas emission reduction targets of 7% unconditionally (without external support) and 29% conditionally (with external support) by 2030. These targets encompass priority sectors including energy, agriculture, forestry, and waste management, while strengthening the resilience of vulnerable communities to climate impacts.
Key obstacles to meaningful stakeholder engagement include limited access to climate finance, insufficient technical capacity, entrenched social inequalities, and the systematic marginalization of vulnerable groups, particularly women, youth, and indigenous populations. To overcome these obstacles, it is essential to put in place inclusive mechanisms, such as capacity-building programs specifically designed for women, young people and indigenous populations.
In response to these challenges, the Ministry of the Environment and Ecological Transition, through its Climate Change, Ecological Transition and Green Finance Department, has requested support from the Climate Action in Africa (CAA) project to develop a comprehensive strategy for engaging the private sector and civil society in NDC implementation.
Goal
This strategy aims to effectively mobilize the private sector and civil society to contribute to the implementation of Senegal’s NDC. The initiative focuses on strengthening stakeholder involvement in climate action, green financing, and innovation pathways to achieve the country’s climate objectives.
CAA Technical Assistance
Baastel Consulting Group will provide comprehensive technical assistance encompassing an analysis to identify and synthesize the impacts and gaps of current actions regarding the NDC, and a diagnosis of stakeholders’ needs, and building capacity and actively engaging them with tools and plans to monitor their progress. A comprehensive validation workshop will conclude the initiative, presenting technical assistance findings to all relevant stakeholders for review, feedback, and formal validation of the engagement strategy. The main activities are as follows:
- Mapping and analysis of existing actions
- Estimate the level of resource mobilization
- Strengthen stakeholder participation and capacities
- Set up an effective monitoring-evaluation framework
