Project Manager, Climate Action Africa

Marco Heredia has served as project manager for Climate Action Africa since October 2024, supporting the deployment of Canadian technical assistance on mitigation and adaptation projects in 48 Sub-Saharan countries with funding from Global Affairs Canada. He is an Expert Reviewer of the Intergovernmental Panel on Climate Change’s 6th Assessment Report on Mitigation and a certified Project Management Professional (PMP). Marco specializes in climate change, sustainable energy, and environmental policy and has contributed to initiatives such as Nationally Determined Contributions, Latin America’s first Emissions Trading System, and innovative climate mitigation and adaptation strategies.  

Marco has extensive experience in international negotiations and project implementation, including serving as a country negotiator at the 24th, 25th, and 27th Conferences of the Parties (COP) of the United Nations Framework Convention on Climate Change. He is a Coordinating Lead Author for a U.S. Congressional-mandated biodiversity and climate change assessment covering North America, set for release in 2025.   

At the Technical Assistance Partnership—Expert Deployment Mechanism (TAP-EDM), Marco designed and delivered a Climate Diplomacy course for the Maldives’ National Delegation and developed gender-inclusive environmental management guidelines in El Salvador. He has also worked on Global Environment Facility projects in Latin America with the United Nations Environment Program and served as a public servant at Canada’s Ministry of Natural Resources (NRCan).  

Marco holds a bachelor’s degree in law, a bachelor’s in teaching English as a second language, a master´s, and a doctorate in law (addressing Sustainable Energy and Human Rights) from Universidad Nacional Autónoma de México. He is an author and contributor to publications on climate change mitigation and adaptation policy, human rights, gender, environment, and evaluation. Marco is a visiting professor for several universities and institutes.
