Mobilizing finance for African climate adaptation efforts

The NDC Partnership and Climate Action Africa Kick-Off Climate Finance Series

Joint publication – The NDC Partnership and Climate Action Africa kicked off a series to support developing countries in strengthening in-country capacity and mobilizing finance for regional adaptation efforts.

Abidjan, Côte d’Ivoire, 9 July 2024 — The NDC Partnership Support Unit and Climate Action Africa are bringing together country representatives — including national development banks, ministries of economy and finance and sectoral ministries — and climate finance experts from across Francophone North and Sub-Saharan Africa to strengthen regional capacity to mobilize climate adaptation finance.

In a three-day capacity-building workshop, over 50 participants from 19 countries will lay the foundation for securing long-term financing and identifying key investment priorities to support adaptation actions outlined in countries’ Nationally Determined Contributions (NDCs), National Adaptation Plans (NAPs) and other national policy documents.

The first event in a six-part regional capacity-building series on adaptation finance, the workshop comes at a time when countries are updating their NDCs 3.0, the next round of NDCs to be submitted to the United Nations Framework Convention on Climate Change (UNFCCC) in early 2025. Capacity building in adaptation finance can position countries to develop NDCs that translate into clear investment plans, helping to mobilize critical investments.

Global efforts in adaptation planning, financing and implementation must keep pace with increasingly more severe and frequent climate impacts. Adaptation financing needs for developing countries are expected to reach as much as USD 387 billion a year this decade. Yet, adaptation finance from international public sources to developing countries has remained at or below USD 25 billion per year since the entry into force of the Paris Agreement. At the same time, roughly 85% of the adaptation finance needs identified in developing countries’ NDCs or NAPs are conditional on international climate finance support.

Building on the Climate Investment Planning and Mobilization Framework jointly developed by the NDC Partnership and the Green Climate Fund (GCF), the capacity-building workshop will provide countries with both the conceptual foundations for investment planning and practical steps to apply them to their national contexts.

“Securing adaptation finance from public and private sources is a significant challenge for developing countries, often demanding specialized knowledge and expertise,” says NDC Partnership Knowledge and Learning Director Amanda McKee. “By developing a strong understanding of available finance sources and instruments, shifting from project-based to long-term, programmatic approaches to financing and building enabling environments with robust legal frameworks and policies, countries can unlock finance to implement their adaptation priorities.”

Over the three days, countries will identify challenges and knowledge gaps in mobilizing finance for regional adaptation priorities, preparing them to develop requests for support to the NDC Partnership through the NDC Partnership Global Call for NDCs 3.0 & LT-LEDS. The Global Call facilitates access to expertise and dedicated resources for countries to align, update and enhance NDCs and Long-Term Low Emissions Development Strategies (LT-LEDS) in line with the Paris Agreement.
