Bidders' Questions | CAA Responses
Q. It is assumed that the Ministry of Environment, Climate Change and Natural Resources (and perhaps NDC-P In-country Facilitator) will help in sharing key documents, research, papers, etc. – needed for the literature review? Also, it is assumed that they will also help with identifying and inviting key stakeholders to the workshops and interviews? (Notably considering the existing established relationship with key stakeholders).
A. Yes, MECCNAR with the support of NDC-P in-country facilitator will provide relevant documentation for the implementation of the initiative. However, the experts are also invited to identify the documentation they need through notably a review of the documentation already available in UNFCCC portal such as (NDC, BUR, etc.). A direct and regular communication between MECCNAR, NDC-P in-country facilitator and experts is expected to address this point.
Q. Can you clarify the specific role of the NDC-P Facilitator vis a vis the selected contractor?
A. The NDC-P in-country facilitator is a resource deployed by NDC-P to support MECCNAR in coordinating country’s climate action. Under the framework of this initiative, this person will facilitate the implementation as the focal point responsible for the coordination between CAA, experts and MECCNAR.
Q. From the ToRs, the contractor will assume responsibility for the in-country consultations and validation workshops. Is the $130,000 a hard cap? Or is there flexibility with the understanding that the 70-30 tech/commercial weighting still stands? Same question for the estimated LOE. Is this is a fixed cap? (We presume yes based on the language in the RFP but are wondering if there is scope to reconsider).
A: $130k is the maximum amount allowed for this Technical Deployment. The LOE is flexible within the allocated budget.
Q. In line with the gender strategy and best practices, gender mainstreaming goes beyond promoting gender data and women leadership in urban planning and agricultural adaptation. It includes the pursuit of a more systemic approach where gender issues should be considered in all phases of the project notably in the inception and stocktaking exercise with the aim of devising recommendations for NDC 3.0. To achieve this, what is the expected level of effort (out of the total 75 days) of the gender specialist?
A. The initiative is aimed at carrying out quantitative and qualitative stocktake on the implementation progress of measures planned in the NDC2.0 implementation including those for gender equality. Experts are also called upon to look at the gender dimension of the mitigation and adaptation measures and draw any relevant observations. Besides the NDC2.0 stocktake, the experts could review any relevant national and/or sectoral gender policy/plan/strategy. The ultimate objective is to formulate recommendations for the NDC3.0 development process ensuring a reinforcement of the gender responsiveness.
Q. The Scoring Criteria specify that: proposals should not include annexes and content beyond the allotted page count will not be reviewed. However, the technical proposal template suggested does not include space for the CVs of consultants. Do you confirm that we are allowed to add Annexes only for the CVs of the proposed team?
A. Annexes are not guaranteed to be reviewed. For all interested parties, the maximum page count is 3 pages for team composition. Please provide a brief biography and details regarding the core delivery team together with a short commentary for each that explains how their experience is appropriate to the delivery of your proposed solution. If the evaluation committee requires more information, we will reach out for CVs from all interested parties.
Q. Will participants attending be located in Banjul – so no travel costs required?
A: No travel costs required for those who live within the city where the workshop is held.
Q. Will each event be held in Banjul?
A. It is expected that at least one workshop takes place out of Banjul. The city that would host this workshop has not been identified yet.
Q. Will MECCNAR be providing a venue or should this be budgeted for?
A. It should be budgeted.
Q. Is accommodation for participants required?
A. Accommodation is only necessary for participants coming from outside the city where the workshop is taking place.
Q. What are the per diem rates for government officials in Gambia?
A. As the Project is funded by the Government of Canada, experts are to comply with the rates found on the National Joint Council Directive. Travel Directive, Appendix D – Allowances – Module 4
