Context
Sub-Saharan Africa (SSA) is a region rich in natural resources and potential, yet it faces significant challenges exacerbated by climate change. In fact, climate change poses a severe threat, potentially displacing over 90 million people by 2050 due to water stress, reduced crop productivity, and rising sea levels. Despite these challenges, the low-carbon transition offers a unique opportunity for SSA to leverage its natural resources for improved fiscal and debt sustainability. Investing in human capital is crucial, as the region’s working-age population is rapidly increasing, with 12 million youths entering the labour market annually.
Goal of the Technical Assistance
The primary aim of this project is to develop a comprehensive blueprint for establishing cleantech clusters across Sub-Saharan Africa. This initiative is designed to foster innovation, promote collaboration, drive sustainable growth, and mitigate climate change, thereby contributing directly to the goals of the Paris Agreement. In doing so, the project will support the reduction of greenhouse gas emissions and accelerate the transition to a low-carbon economy in the region. Additionally, the project includes the formulation of a detailed 5-year strategic plan to launch an alliance of cleantech cluster agencies across Sub-Saharan Africa, ensuring coordinated efforts, sharing of best practices, and enhanced impact in advancing clean technologies and achieving global climate targets.
Initiative Overview
Écotech Québec is implementing a robust project management framework which provides a comprehensive structure to guide the strategy development, ensuring effective planning, execution, and completion of the project with a focus on achieving sustainable outcomes.
The following are the steps and stages of the technical assistance:
- Écotech Québec began the project with a thorough needs assessment by engaging mainly with the GreenCape team but also with other stakeholders—government agencies, community leaders, SMEs, industry representatives, and civil society organizations to understand the unique challenges and opportunities.
- Écotech Québec is currently conducting research and literature review to determine the economic, innovation, and climatic landscape of Southern Africa, exploring how cleantech clusters and an agency alliance can strategically position to fuel local economic growth while promoting climate mitigation and adaptation. This analysis will also examine social factors, with a focus on gender dynamics and the inclusion of vulnerable and marginalized communities, ensuring that the initiative delivers both economic and social impact.
- Collaboration is at the heart of the approach. Écotech Québec is committed to fostering collaboration with key organizations already involved in the climate transition in Africa. Surveys and interviews will be conducted to gather information and recommendations.
- The next step will be the development of a tailor-made strategy that considers local priorities and focuses on inclusive, sustainable development and capacity building to address challenges specific to the target region. By developing frameworks and toolkits that are adaptable to different regions and contexts, it will be possible to replicate clusters across Sub-Saharan Africa.
- At the end of the project, Écotech Québec will evaluate the results achieved and the degree of stakeholder satisfaction, gaining insights into how effectively they’ve met their objectives. By assessing stakeholder satisfaction throughout and at the end of the process, areas for improvement can be identified, and the relevance of the proposed strategies can be validated.
